An update
Mookie is home.
Right before I went to pick him up he started straining to pee again. The vet said that if he doesn't pee tonight that I'll have to bring him back in the morning and they will perform surgery on him.
He's been home for two hours and he keeps going in the litter box and sitting there and no pee will come out.
I am praying that he pees soon.
In the meanwhile if you all could send some healthy vibes his way I would really appreciate it. I believe in the power of positive
To repay you, I will share this slide show with you:

Hey Torrie. If you need to go through the surgery, I promise, he'll be fine. :] Our guy went through the exact same thing when he was two years old. I walked in one day to find him screaming (actually screaming) in pain. He hadn't peed in a long, long time. I rushed him to the ER. They gave me an option: perform surgery or put him to sleep. Naturally, I went with the surgery. We called him the 800 dollar cat. And my mother said for years after that, "He's on borrowed time."
I think she finally stopped saying that when he hit his 8th birthday.
I worried that he'd get infections, and so on. But this surgery is performed all the time on domesticated cats. Schmitty lived a long life. He died only last year from cancer. (That broke my heart, but a story for another day).
Go ahead with the surgery if he's in pain from this. They can live long lives without a penis. ;] I promise. I do.
Like I said earlier, I would do it again in a heartbeat. Just because he had his manhood cut off, doesn't mean there wasn't a whole lot of him still to love.
I am thinking about your Mookie. I love cats. I'm rooting for him (and you).

Hi Torrie,
Long time reader, first time commenter.
That little marmalade angel Mookie will be just fine, I know it! As mihow said, the issue is more common than you'd think, and it sounds like he's got a great group of humans on his side! I'm sending rushing waterfall & drippy drop thoughts his way, but even if he doesn't have any success tonight, the surgeries they can do these days are AWESOME. We had a kitten that needed a sternum reconstruction; it was a genetic deformity that revealled itself as he grew. A decade ago he would have been a lost cause, but not anymore. Two months (and about $1200) later he's doing the usual 10-month-old kitten acrobatics; you'd never know he had any issue at all.
The pictures are precious - thank you for sharing! Positive thoughts are being sent your way.

Sending love and more love to you and Mookie. I hope he can pee tonight but I'm so glad Michele commented and talked about her experience.

I am thinking of you and Mookie and all of your wonderful pets. They have such amazing relationships with one another - any time I see pictures of them I'm instantly cheered up!
I just know Mookie will be ok and I'm sending positive kitteh vibes his way! If he does have to have the surgery he's going to feel so much better, I'm sure, peen or no peen!

Love love love love love .... and more love to Mookie and family. Sick pets are so heartbreaking ... but it's obvious Mookie has a VERY strong support system there! Good vibes all the way. And great slideshow. Some people dream about meeting celebrities, I just want to see photos of Mookie, Dexter, Coco, Chuck and Sir Hal playing together!!!!
